The collection is a collaborative, Jewish, and reliable encyclopedia, with euphemisms and Torah glossaries, which anyone can edit.

As of May 2026 - Sivan 5776 - the collection has 375,878 entries that have been reviewed, edited or blocked by some of the 17,850 registered users, of whom 361 are active. 3,193 of these are entries that were created in the collection and originally written by the collection's editors, and 100 entries that were translated in the collection from Wikipedias in other languages. The remaining entries were imported from the Hebrew Wikipedia. In addition, it has 585,306 pages that are not entries, and approximately 3,646,667 edits have been made to it since its inception. Approximately 9,367 different files have also been uploaded to the site.

43,639 entries are still in the category intended to classify them for the purpose of treatment and adjustment.

The collection is operated using the Media Wiki system, and is based largely on the content of the Hebrew Wikipedia. Unlike wiki sites Operated and funded by the Wikimedia Foundation, the complex website, which was launched on January 11, 2015, is managed and operated by the Torah Wisdom Institute, which was founded for the purpose of establishing and developing the website, and the high operating costs are paid solely by the institute, and are based on private donations and various bodies.

In 2014, Rabbi Yosef Kaminer founded the Torah Wisdom Institute, within the framework of which the website will be produced. The complex was established in 2015 with the aim of serving as an alternative address for the Torah-observing public, and especially for the Haredi public, who avoid using Wikipedia due to the many problems it has. The founders' goal is to present encyclopedic content to the public from a Haredi perspective, both by copying free content from Wikipedia and adapting it to the Haredi discourse as perceived by the Torah Wisdom Institute, and by independently creating new entries, mainly in Judaism and related content. The creators of the site state on the site that "the complex is a project to create the largest Jewish encyclopedia in history, encompassing all Torah values, in halacha and agga, all Jewish values ​​and the history of the Jewish people, as well as all existing human knowledge in all areas of secular life - in a clean language and in accordance with a Jewish perspective."

Like Wikipedia, which is the parent project from which the complex draws its inspiration, its technical and design infrastructure, and its initial content, the complex also relies on the idea of ​​the wisdom of crowds and allows every surfer to participate in editing. Unlike Wikipedia, the content in the complex is not free, the rights to the content contributed by the editors are reserved by the Institute, except for content originating from Wikipedia, which is submitted under a C-C 3.0 Attribution-ShareAlike License, subject to the original Wikipedia license. Unlike Wikipedia, where the policy of the Wikimedia Foundation, which operates the project, is to give users complete independence in managing the site and making decisions on content issues, editorial freedom in the complex is limited to "normal" content that does not concern a religious worldview. The decision on the writing policy regarding such content is subject to the decisions of a special steering team on behalf of the Institute and is made subject to the guidance of a spiritual committee.

During the existence of the complex, the number of users increased over time, with a significant breakthrough starting in Tamuz 5778, when the "NetFree" filter began automatically transferring users from a link to an entry on the Hebrew Wikipedia to the corresponding entry on the complex website. Transferring users to the complex website helped to significantly increase the number of users on the site, and as a result, also significantly increased the site's ranking according to Alexa.

Another breakthrough was during the Corona crisis in Israel, when many needed network accessibility, and then the Corona portal was established on the complex, which doubled the number of monthly users on the site within a few months.

Another exposure factor for the complex is the possibility of downloading the complex application from the application stores of the filtering companies for smartphones.

In February 2021, the complex management launched the site content in a ZIM file that allows viewing the contents of the complex even without a network connection, using the kiwix software. The file (which currently exists in a version without images) Available for download on a dedicated page, the "Complete" also provides a solution for ultra-Orthodox consumers who lack access to the online network, and is a substitute for the Hebrew Wikipedia even when used offline.

Funding for the Complete website, which includes the cost of operating the servers and programming the platform, comes from the Torah Wisdom Institute headed by Rabbi Yosef Kaminer, from the date of the Complete's establishment. Starting in 2023, the Complete will feature sponsorships from commercial companies such as Tnuva and others.
