The rules of the game are simple: the goal is to get rid of all your cards before someone else does. The first player to run out of cards becomes the President 👑, while the last player to run out of cards becomes the Scum 😜. The game is played with a standard deck of 52 cards (plus 2 jokers). The card ranking runs from low to high: 3, 4, 5, 6, 7, 8, 9, 10, J, Q, K, A, 2 — so the 2 is the highest card by default, and jokers are wild (a setting can instead make the Ace the highest).

The game is played in rounds, and each round starts with the President and Scum from the previous round shuffling the deck and dealing the cards. The player in the lead plays any single card, pair, triple or four-of-a-kind, and everyone after must play the same number of cards of equal or higher rank — or pass if they can't or don't want to play. Once everyone passes, the pile is cleared and the last player who played leads the next pile. Before each new round, the Scum must give the President their two highest-ranked cards and receives the President's two lowest in return — the same swap happens between second and third place with one card each.
